Olaf Carl (O.C.) Seltzer (1877-1957). Our research shows the Thomas Gilcrease Institute released Seltzer prints in 1991 & 1973 with the image and mat as a single print. We located a similar reference image scanned from an older transparency titled "Sheriff" 1928 located at the Gilcrease Museum.
