This is a used LEGO set 75040, released in 2014 and now retired. It is an incomplete set of General Grievous' Wheel Bike, with 261 pieces made of plastic. The set is based on Star Wars Episode III and includes Obi-Wan Kenobi and General Grievous minifigures, which are missing in this case.
